Lakes Region Community Developers (LRCD) is soliciting proposals for historic preservation evaluation and planning services for the rehabilitation and redevelopment of the historic Gale School in Belmont, NH. Architectural and engineering will be separately contracted, but the historic preservation consultant is expected to coordinate closely with the design team. The Gale School was determined eligible for the National Register of Historic Places, and was included in the New Hampshire Preservation Alliance’s “Seven to Save” list in 2017. The HSR must follow the US Secretary of Interior Standards for Historic Rehabilitation. The purpose of this project is to rehabilitate the Historic Gale School. One purpose for this project will be to design one floor as a childcare facility. The HSR may also be used to secure funding for the rehabilitation project.
LRCD is accepting proposals for a firm to assist in the redevelopment of the historic Gale School in Belmont, NH. LRCD is working with the Save Our Gale School Committee in Belmont, NH to repurpose a 50’ x 70’ 2-story building that will be moved from its current location to a lot on Concord St. in Belmont. The Gale School was built in 1894 and served the community until 1985.At that time it no longer served the community’s education needs and was shuttered by the school district. Its architectural significance is as a late Victorian eclectic school building that combines symmetrical monumental form with some ornamental details to the Stick style and the Queen Ann style. It has seen few exterior changes since its construction in 1894. It’s well preserved exterior is among the best surviving school buildings of its period in the Lakes Region. The Gale School represents one of Belmont's most architecturally significant buildings.
SCOPE OF WORK:
The selected firm will work with LRCD’s staff, the architect, MEP engineers, civil engineer, and any other design team members to secure all necessary permits and approvals for the successful completion of the project.
It is highly likely that the building renovation will be subject to the US Secretary of Interior Standards for Historic Rehabilitation, for the use of Historic Tax Credits. A Phase 1 application should be included in this proposal, and separate pricing for Phase 2 and 3 applications should be included as additional services. The project needs to comply with NH LCHIP requirements.
Proposals will be evaluated based on technical understanding of the project, proposed implementation, and relevant background and experience, as well as the cost of services.

LRCD is seeking lump sum proposals. Proposals should delineate the cost by phase of work, as well as for costs for additional services.
Individuals/firms must be able to demonstrate experience in the above services. Interested individuals/firms shall also submit:
- Sample agreement with terms and conditions.
- References of similar projects must be included, limit if 6 per respondent. Include client name, a brief summary of the work, and the name, address, and phone number of a responsible contact person. Respondents shall verify all contact information is correct at the time of submission.
- Qualification data, including individual/firm background, years in business, experience, key staff, and timing capabilities.

LRCD will review submitted proposals to determine which firms are best suited to work with us to develop this project. Individuals/firms will be evaluated based on previous experience with similar projects, technical understanding of the project, its purpose, and scope, as well as the cost of the work. Firms may be invited to interview with the LRCD.
