Request for Proposals Consultant for Energy Efficiency & Indoor Air Quality

Project Overview
In 2019, LRCD bought the old Walter’s Market building at 193 Court Street, Laconia to turn it into our forever home. Due to funding constraints, we planned for two phases of renovations. Phase 1 included interior renovations to suit our programmatic needs and the addition of new insulation and siding on the southwest facing exterior wall. Phase 1 was completed in October 2019. LRCD has occupied the building since. In January 2022, LRCD put a new roof on the building.
Despite this work, we still have a long list of improvements we would like to make, including improving accessibility from the parking lot, energy efficiency and indoor air quality improvements, and adding a solar array to the roof.
We have raised $125,000 for Phase 2, but we believe costs may be higher than the funds we’ve raised. We need assistance prioritizing what we should do first and creating and implementing a plan to get the work done. We already have an engineer working on solutions for the parking lot. This RFP is for consulting services from a firm that specializes in energy efficiency, renewable energy, and indoor air quality.
Scope of Work
We believe we need an energy audit to help us understand what energy efficiency improvements are needed at this stage. We believe there is insufficient insulation in the attic and on the northeast and back walls, but there may be other issues as well that we are not aware of.
We need the selected firm to evaluate our HVAC system and make recommendations for how we can improve indoor air quality as we improve the building’s energy efficiency.
We need construction management services to help us implement the priority projects once they have been identified. We would also like assistance in identifying any additional funding sources we could apply for to help us implement more of the planned improvements if current funding is not sufficient.
How to Submit a Proposal
Proposals should include, at a minimum:
1. Background of the firm, including examples of similar projects.
2. Bios of key staff who would work on our project.
3. A detailed scope of work, based on your understanding of our needs.
4. A breakdown of your proposed fee for services.

LRCD will review submitted proposals to determine which firm is best suited for this project. Firms will be evaluated based on previous experience with similar projects, technical understanding of the project, scope of work, and cost. LRCD may choose to interview firms before making a final selection.
